He is an alumnus of the Indian Institute of Technology Bombay, earning a B. Tech in Civil Engineering in 1982. He began his political career as a full time activist for the Communist Party of India (Marxist). He became a member of Bharatiya Janata Party (BJP) in 1996. He has been associated with such initiatives as Delhi–Lahore Bus and India Shining. He has helped former Indian Prime Minister Atal Bihari Vajpayee write his speeches. A 2008 Outlook article describes him as a strategist for Lal Krishna Advani. Kulkarni resigned from the BJP in 2009.
According to Rafiq Zakaria, Kulkarni as Executive Editor, transformed Blitz from a left-wing newspaper into a BJP-oriented publication.
He has subsequently been implicated in the 2008 cash-for-votes scandal and in July 2011 it was announced that he had been questioned by police investigating the affair following an inquiry by parliament.
