The Estonian Final was held on February 7 at the ETV Studios in Tallinn hosted by Marko Reikop and Karmel Eikner. The winner was chosen by televoting and SMS voting.

A total of 153 songs were submitted to compete in Eurolaul 2004. This number was again a record for Estonia; in preceding year 2003, only a total of 100 songs had been submitted. This, also, had been the highest number by then.

In 2004, none of the submitted songs were disqualified.

The song chosen was Tii (The Road) by Neiokõsõ. In the semi-final it was placed 11th.
