I have several months of experience working on PMRBP awardees’ articles and most, like the subject are ‘notable’ (according to Misplaced Pages’s WP:ANYBIO) predominantly because of this award they received. You can view pages like Arshiya_Das or Mohammed Suhail Chinya Salimpasha to understand what I mean. This case is quite similar to the hundreds of articles on recipients of the Nari Shakti Puraskar as well and recipients of civilian honours are considered notable primarily because of the award they received. However, since I find your concern validated to some extent, what you can do for all these articles is add the ‘additional citations for verification’ tagline using the specific Misplaced Pages template designated for the purpose.
