Are refugees migrants?

If through war etc., people are displaced and become refugees in a neighbouring land, are they therefore ipso facto 'migrants'. The text seems to assume that the terms are interchangeable. They are not. Nishidani (talk) 12:07, 7 July 2024 (UTC)
