I don't see any discussion leading to an explicit ban of {{vandal|LBHS Cheerleader}}. (The closest is ].) On the other hand, if a user is blocked and nobody is willing to reverse the action, he can be considered to be de facto banned. This includes the notorious vandals like "Willy on Wheels" or "Vandal with a grudge".

I also see this user as a simple vandal account of a "revert, block, ignore" variety, that doesn't have to be logged at ]. You can see that the above mentioned vandals aren't listed there. (And if - and I refrain on judging whether or not this is the case - it's a sockpuppet account of an already banned user, (s)he doesn't need a separate entry, either.)

So much for my opinion; you may put the user for discussion at the appropriate ]. - ] (]) 08:10, 1 April 2008 (UTC)

(The closest is this WP:ANI entry.) On the other hand, if a user is blocked and nobody is willing to reverse the action, he can be considered to be de facto banned. This includes the notorious vandals like "Willy on Wheels" or "Vandal with a grudge".
